Alien City
Latvia has one of Europe’s biggest amount of non-citizens. They are not stateless, nor foreigners but former Soviet citizens being born in a country that doesn’t exist anymore. Today about 280,000 people have this complicated status in Latvia. Non-citizens, who make up roughly 12 percent of the population, are subject to dozens of legal restrictions, like not being able to vote, working in state employed positions or owning properties. In their passports these non-citizens and their children are being called “Alien”. Alien city is a poetic interpretation and travel through Latvia’s second city Daugavpils. With 75% of ethnically Russians it’s Latvia’s Aliens’ capital.
