Chip Rutan resides in the shoreline community of Old Saybrook, Connecticut. He received his MFA in Visual Art from the Vermont College of Fine Arts and previously studied Art History and Graphic Design at the University of Bridgeport. He is a 2016 recipient of an Artist Fellowship Grant from the Connecticut Department of Economic and Community Development.
