Afghanistan has endured armed conflict to one degree or another since 1979, when the Soviet Union invaded. As the world becomes more disengaged with America's longest war security continues to deteriorate. The fact is that Afghan civilians are at greater risk today than at any time since Taliban rule, 2016 and the first quarter of 2017 marked another milestone in the sharp rise of civilians killed and injured.
