In response to the giant tsunami caused by the Great East Japan Earthquake in 2011, Huge seawalls with a height of nearly 15m, has built along the coast of the disaster area for a total length of 400km. Many residents opposed the construction of the seawall. This is because fishermen’s in the coastal areas said , "I can't see the sea. The work space on the beach will be reduced." travel agency said, "The view is spoiled." The general public said "There is a concern that the number of victims due to delays in escape will increase due to overconfidence in the seawall." As a compromise to respond such an earnest desire of local residents to see the sea,constructions has carried out by installing the "windows" on the seawall.
